Making War
Any one duchy cannot officially make war with another until the proper meeting has been established. This, of course, occurs at the Sapphire Council. Emergency meetings may or may not be called, but the council reconvenes monthly. If you wish to go to war, you must sit before the leader of the other duchy and discuss why such a war is necessary, what other methods could be taken to resolve the problem. . or perhaps just to sign the official papers.

Treaties & Alliances
If you wish to make a treaty or alliance, this must be done in public before the Sapphire Council. This is to ensure fairness and justice between all five duchies, established long ago in agreement between each duchy. A meeting must be held to stand before each other and establish the boundaries, finalized by signing the official documents. Any sign of friendship when there is officially none is punishable by the Sapphire Council, in ways devised by them.
